Dubuque Regional Airport sits on the high ground south-west of Dubuque, Iowa, about seven to eight miles from downtown. The site serves the tri-state area where Iowa, Illinois and Wisconsin meet. Its address is 10800 Airport Road.

The City of Dubuque owns the airport and runs it as a city department under an Airport Commission. Two grooved concrete runways handle both light aircraft and jets. Runway 13/31 is 6,502 feet long and runway 18/36 is 6,327 feet. Both have precision markings and an instrument landing approach.

The Captain Robert L. Martin Terminal opened on June 9, 2016, at a cost of $23 million. It has three airline gates and a jet bridge. Most traffic is general aviation: about 70,200 operations were logged in the year to September 2022, 97 percent of them private or corporate flying. Dubuque Jet Center is the fixed-base operator and offers fuel, maintenance, hangars and tiedowns. The University of Dubuque also runs flight training from the field.

Scheduled airline service has come and gone. American Eagle flew its last daily service in September 2022. Avelo Airlines operated Boeing 737 flights to Orlando and Las Vegas in 2024. Denver Air Connection flew daily to Chicago O'Hare from November 2024 until the city ended the agreement in January 2026. Sun Country Airlines runs charter flights from the terminal.
