Norfolk International Airport sits 13 km northeast of downtown Norfolk, serving the Hampton Roads metropolitan area of coastal Virginia and northeast North Carolina. Opened in 1938, the airport handled nearly 4.9 million passengers in 2024 — a third consecutive annual record. Eight airlines operate at ORF, connecting the region to 45 domestic destinations and, since January 2026, international service to Cancún.
The 400,000-square-foot departures terminal, built in 1974, houses two concourses with 22 gates. A separate Arrivals Terminal connected by a covered pedestrian bridge handles baggage claim and ground transportation. The airport is undergoing its most significant expansion since the terminal opened, with nearly $1 billion in improvements under the Transform ORF program.
Norfolk Airport Authority operates as a self-funded political subdivision of Virginia, generating revenue through airline fees, parking, and concessions rather than local tax dollars. The FAA's Norfolk Air Traffic Control Tower manages more than 75,000 flight operations annually.
